[PIG-5276] building "jar" should not call "clean"

Description

When adding spark 2 in PIG-5157, we started calling "clean" from inside "jar" target.
To me, "jar" action should be limited to archiving classes.

For example, when I run
% ant javadoc
% ant jar

I should not see javadoc gone after the second line.
