      IsEmpty is trivial to implement as an accumulator. We should do that.

          Why is this necessary?

          The plan will change if isEmpty implements accumulator. The entire (potentially large) bags would not have to be loaded into memory.

          Why is this necessary? At least for DefaultDataBags, the size is simply a known quantity, so you can check if "size == 0." Do you have another case in mind?
