Description

We're using SpotBugs 4.1.1, which is patched and rebuilt in the Docker images we are using to get around a bug that breaks Yetus.

That bug has been fixed. We should check is the Spotbugs in the Yetus image has the fix, and either use that directly, or use a fresh binary spotbugs binary distro in our Dockerfile, instead of patching and rebuilding.
