Description

I propose some refactoring/cleanup of the phoenix-queryserver build system

• Do not override the plugin versions defined in the apache parent
• Move all common plugin configuration to the pluginManagement element
• Omit plugins and configurations that do not make sense in the PQS codebase
• Only generate test and test-source jars for sub-projects that have tests
• remove pig dependency
• fix ${parent.artifactId} warning
• re-enable load-balancer Integration tests, and fix the test class compile error
• update assembly descriptor file for new assembly plugin version
