Description

Now that we have this nifty new optimization (PHOENIX-914), we should document if so folks know about it:

• add page to website under Features menu
• add syntax to phoenix.csv so it appears on Reference page
• blog about it, including perf numbers once we have them, describing when it's best to take advantage of it.
