[PHOENIX-1964] Pherf tests write output in module base directory

Description

The phoenix-pherf test suite currently writes output to a RESULTS directory under phoenix-pherf (at least when running them via Phoenix).

Transient output like this should be written under the target directory or a temp directory, and not in a directory that is part of the source tree. This prevents rat from working correctly, as well as risking an accidental check-in of these files.
