[PHOENIX-1308] Default properties in QueryServicesTestImpl does not get overriden in individual testcases in 3.0

Description

When we try to override the default properties configured in QueryServicesTestImpl, the changes does not take into effect when we run as a test suite. Individually they seem to run. The same problem is not observed in 4.0
