Description

add setReadOnly option to PhoenixConnection and setFetchSize to PhoenixStatement, this is required by many JDBC adapters, such as ElasticSearch JDBC plugin. Currently Phoenix throws SQLFeatureNotSupportedException.

also add isReadOnly() and getFetchSize()
