[PDFBOX-4256] Return default value for CheckBox / RadioButton if /V entry is missing (widget /AS entries are present)

Description

The /V entry is missing for the radio and checkbox fields in the attached file. getValue() returns nothing. A look at the widget shows that /AS is set. Shouldn't this be used as fallback? The value is the one that isn't COSName.Off.

For the attached file, I looked at the radiobutton "Marital Status" and the checkbox "AS".
