Tags not fully preserved when merging PDFs.

            Description

            When merging PDFs, 508 accessibility tags are only preserved on the first page of combined PDF.

            Both PDFMergerUtility.mergeDocuments() and PDFMergerUtility..appendDocument() exhibit this behavior.
