[PARQUET-917] C++: Build parquet_arrow by default

Description

This not being enabled by default is a major hurdle people experience while building pyarrow. As we already hard-depend on Apache Arrow, I would really like to always build the parquet_arrow lib. Having the option to disable it definitely helps packagers and parquet-cpp consumers.

wesmckinn mdeepak any opinions on this? I would just change the default from OFF to ON.
