Description

We're using liborc in Apache Arrow to add support for reading ORC files (see code here: https://github.com/apache/arrow/tree/master/cpp/src/arrow/adapters/orc). Right now the build is set to use a specific commit from Apache ORC, but it would be nicer if we could set it to a specific release. Not pressing.

Apologies if there is a better channel to ask about this, I'm still getting familiar with Apache workflows.
