When multi-phase planning, Planner should not require each phase to return an implementable plan

      Description

      If we use `Frameworks.getPlanner` to implement a multi-phase planning process, each phase currently has to be implementable. If the output of phase 0 is not implementable, a `CannotPlanException` will be thrown.

      It is reasonable for early (perhaps all) phases to just fire some rules, for example, a phase 0 that converts `ProjectRel` to `WindowRel` throughout the tree.
