[OPENNLP-68] Make statistical models available as maven artifacts and deploy them on the maven repo

Description

This would be really useful for third party application developers who use opennlp as a library to be able to load default models from the classpath.

For each model, we need to write a very short pom.xml file that will then be used by maven to build and deploy a versioned
jar that holds the model (the .bin.gz file in folder src/main/resource/opennlp/ for instance).
