Description

Create a new website for the OpenNLP project over at Apache.

How that should be done was discussed here:

It was decided to use the new Apache CMS.

The new site should be located here:
http://svn.apache.org/repos/asf/incubator/opennlp/site/

A request to the Infrastructure team to setup the new CMS is
already send: INFRA-3265
