      Description

The Apache RAT plugin currently create a report for every single subproject. Having many different reports makes it more difficult to publish and review them when doing a release, therefor the setup of the plugin should be changed to only produce a single report which includes everything.

RAT plugin seems to not support flat-layout projects, and cannot create an aggregated report. Lets figure out what other projects are doing, like UIMA.

I tried that if you know how to get this working please help out here.

Currently we need to copy all these files manually together, it would be much better if it simply generates one, also makes reviews easier.
Otherwise me should consider to flatten our folder structure, and move the POM to the root of the project.
