Description

MultipointDiscoveryAgentTest needs to allow more missed heartbeats. The current heartbeat algorithm is brittle and the likelihood of a missed heartbeat is very significant; especially when there is a high network load. I've upped it from 1 to 2.

I've also lowered the heartbeat to speed up the test.
