Description

index.jsp references the xtheme-default.css file

<link rel="stylesheet" type="text/css" href="ext-2.2/resources/css/xtheme-default.css"/>

This file is not part of the extjs library (ext-2-2.zip) so the browser will not be able to load this css. We should remove the reference.
