Description

When a coordinator-action is materialized with WAITING status, Oozie calls the oozie.coord.action.notification.url as expected, but it does not when the coordinator-action status changes to RUNNING.

It appears that CoordActionStartXCommand.execute() (CoordActionStartXCommand.java) method does not invoke a CoordActionNotificationXCommand().
