[OOZIE-1530] Fork-join mismatch makes workflow Failed but some actions stay Running

Description

OOZIE-1513 made the workflow change state to FAILED (same as its Workflow Instance state) if there is an exception thrown from the fork-join structure. However, the subsequent actions stayed in Running and occupied ActionCheckX cycles. This patch fixes that problem.
