Passing superset of action id range should be allowed

    Description

      oozie job -kill 0001-12345-C -action 1-10

      will fail if all coord actions 1 through 10 don't exist. It is more probable that user will give an arbitrary range which is a superset of actions actually existing, and kill command should work.
