[OOZIE-1509] Do not preload all tabs in Oozie UI and make Active Jobs default

Description

Oozie UI loading is very slow and puts lot of load on server and database.

1) Load only tabs that user is viewing.
2) Make Active Jobs the default instead of showing all jobs. Users are more interested in that. Active jobs should also show RUNNINGWITHERROR jobs.
