[OOZIE-1467] Bundle not killed if coordinator fails due to db exception

Description

If coordinator submitted through bundle fails insertion in db, then bundle doesn't kill it. Also, it cannot be killed through bundle kill command.
This jira will also enhance the unit test case for OOZIE-1439.
