[OOZIE-1074] workflowgenerator does not package a tar.gz file though it seems creating one is the intention

Description

./bin/mkdistro.sh -P wfgen

command does not create a .tar.gz file under workflowgenerator/target folder, though the code line seems to intend to make one.
i.e. http://svn.apache.org/viewvc/oozie/trunk/workflowgenerator/src/main/assemblies/workflowgenerator.xml?view=log

Either the pom.xml should set the assembly path, or the assembly flie should be removed
