[OODT-90] CAS-PGE returns success even if product file(s) failed to ingest

Description

Since cas-pge uses cas-crawler to ingest product files, there is currently no way to determine success/failure status of product file(s) ingests (currently success is assumed)

This patch will be a two part patch:

• crawler will introduce an IngestStatus interface in which it will keep track of the status of the ingests during it's last crawl
• cas-pge will then utilize this new crawler feature to determine if all its product ingest were successful
