Description

This step fixes unit tests for the file manager's 'datatransfer' package. It makes similar changes to those made in OODT-722, OODT-723, OODT-729 and OODT-731. This one is a trivial change to a single test class, TestLocalDataTransferer, to replace a hard-coded path to a test resource with a path from a URL via the 'getResource()' method.

After the change, a single failing test from TestLocalDataTransferer now passes.
