Occurs no matter how crawler_launcher is started...

ERROR: IOException parsing XML document from file [/usr/local/oodt/crawler/bin/usr/local/oodt/crawler/policy/crawler-config.xml]; nested exception is java.io.FileNotFoundException: usr/local/oodt/crawler/policy/crawler-config.xml (No such file or directory)

Crawler config line is missing "file:"
