Description

1. Define a new property, org.apache.oodt.cas.workflow.wengine.packagedRepo.parallelProcessors. If set to true, then the PackagedWorkflowRepository will neglect to compile additional event/workflow instance logic to deal with parallelism, and will
   leave it to the underlying engine to leverage its Graph to determine how to run Parallel Processors
