[OFBIZ-7461] Proper form validation should be there while creating Agreement Item Facility

Description

Steps to regenerate -
1) Navigate to Accounting -> Agreement.
2) Click on Agreement Items tab and select any agreement item and move to its details page.
3) Click on Facility tab.
4) Click on New Facility tab to create new facility.

Expected : Proper form validation should be there for mandatory fields.
