Description

To reproduce:
1. Create an order with two ship groups and assign an item quantity to both
2. Click "Edit Items" and click "Cancel Item" for one of the order item ship groups
3. Click "Edit Items" again and notice the canceled order item ship quantity field does not appear
4. Update the order and then click "Edit Items" again
5. Notice the order items ship group quantity field appears again

Because it appears a second time, it allows the item to be cancelled more than once. And after I cancelled the second time it caused the entire order to be canceled.
