[OFBIZ-5865] Have the ability to generate a quote when request is of type 'Request for proposal'

Description

Currently the use can only generate a quote from the request screens when the request is of the type 'Request for Quote'. However, a request for proposal is in effect also a request for quote and therefor the user should also have the ability to generate a quote from the request when it is of type 'Request for proposal'.
