Description

Dynamic Access Implementation for the Party Application. Dynamic access by default will be defined as :

1. The user who's party ID matches the party ID being modified will be granted permission.
2. A user who is the OWNER or ADMINISTRATOR of a PartyGroup (Relationship) which the party being modified is a member of

(this is in addition to any user having a static permission attached)
