Description

This is not an organization specific screen, and so it will be accessible from the top menu of the accounting component.
The screen can be copied from the existing screen in the manufacturing component:

However, the only editable fields in the new screen will be: "Cost Gl Account Type Id" and "Offsetting Gl Account Type Id"; on the other hand, hide the two fields (both in the edit and list form) in the screen of the manufacturing applocation.

Also, the name of the top menu should reflect the specialized scope of this screen.
