[OFBIZ-12117] Having an issue to install

Disclaimer: I'm very new to this so please be kind.

So i've been following the installation instructions properly (i hope) however i seem be getting this issue when i run the gradlew cleanAll loadAll command. 

FAILURE: Build failed with an exception.

• Where:
  Build file 'C:\apache-ofbiz-17.12.04\build.gradle' line: 1092

• What went wrong:
  A problem occurred evaluating root project 'ofbiz'.
  > Could not resolve all dependencies for configuration ':runtime'.
  > Could not determine artifacts for javax.ws.rs:javax.ws.rs-api:2.1.1
  > Could not get resource 'https://jcenter.bintray.com/javax/ws/rs/javax.ws.rs-api/2.1.1/javax.ws.rs-api-2.1.1.$%7Bpackaging.type%7D'.
  > Could not HEAD 'https://jcenter.bintray.com/javax/ws/rs/javax.ws.rs-api/2.1.1/javax.ws.rs-api-2.1.1.$%7Bpackaging.type%7D'. Received status code 400 from server: Bad Request

• Try:
  Run with --stacktrace option to get the stack trace. Run with --info or --debug option to get more log output.

I've looked for possible solutions online however i'm not really getting anywhere. I really like this project and its going to help my business so much. I've also attached some screenshots of what i've done so far.

I appreciate any assistance someone can offer.
