EmplPositionType can be associated with a Rate or a Grade-Step, look to Position Type - User Manual
Currently Rate and Grade-Step are on the same Form, I propose to split in two form, one for Rate and one for Grade-Step.

Sub enhancement, Grade and Step lookup don't work, corrections for this are included
