[OFBIZ-10114] Not able to expire the rate amount and an error is displayed in Workeffort

Description

Steps to regenerate:
1) Open URL https://demo-trunk.ofbiz.apache.org/sfa/control/Events
2) Click on the event created.
3) To add the rates amount of events, click on the "Rates" button.
4) Add the rate amount and click on Add.
5) Click on Delete to expire the rate amount.

Actual: Not able to expire the rate amount and an error is displayed.
