[ODE-324] Literal assignment in BPEL 1.1 doesn't work

Description

From what I understand from the BPEL 1.1 spec, <copy> doesn't need the <literal> wrapper tag for literal assignments. The XML structure should be copied as it is into the to-spec as long as it matches the message format of to-spec. ODE refuses to do this.
