Description

See spec Sec. 12.1, p. 166: An initial start activity is the start activity that caused a particular process instance to be instantiated. If a scope contains an initial start activity then the start activity MUST complete before the event handlers are installed.

This makes sure that a correlation set can be initialized before an event handler is installed that is using the same cset.
