Prefetch for queries

    Description

      Prefetch node state (OAK-9780) is available. Now we should have a way to enable prefetch by default, for queries.

      Using a feature flag, and if enabled, use 20. By default use 0 (disabled).

      We already have a system property "oak.prefetchCount" and it should be used if set.
      If the system property is not set, then the default value should be either 20 (if the feature is enabled), or 0 (if disabled).
