UserImporter should not cast UserManager to UserManagerImpl

    Description

      AFAICS this is not necessary since it can always create a new instance of an UserManagerImpl. There is no need here to distinguish between workspace and session operations since the Root instance passed to the UserImporter.init is already related "the right one".
