UserImporter should obtain UserManager from configuration

    Description

      instead of creating an instance of UserManagerImpl, the UserImporter should obtain it from the UserConfiguration in order to make sure monitoring is properly attached to the user manager. If the configuration returns an autosaved mgr instance it should be unwrapped to make sure changes applied during xml-import are transient.
