Description

due to the nature of the CugPolicy implementation using a set of principals, the repository representation may end up with duplicate principals names when ImportBehavior.BESTEFFORT is enabled. the functionality of the CUG policy and it's evaluation is not impacted but it still makes sense to make sure there are no duplicate principals names in the property
