[OAK-8454] SegmentNodeStoreRegistrar doesn't correctly set statistics provider for the FileStore

Description

When creating the FileStore in SegmentNodeStoreRegistrar#register, the statistics provider instance available from the configuration is not correctly set on the FileStoreBuilder. This has the effect of using StatisticsProvider.NOOP in the FileStoreStats, resulting in multiple metrics not being collected (e.g. TAR_READER_COUNT, SNFE_COUNT, etc.)
