[OAK-6034] Move security related service trackers from spi.whiteboard to oak.security package space

while investigating possibilities to improve modularization we spotted user management related classes being located in the oak.spi.whiteboard package. IMHO it would make sense to move those to oak.security.user.whiteboard as they don't belong to the spi package space.
