there is an initial draft on how custom privileges from a jackrabbit 2.x repository could be migrated into
OAK at
org.apache.jackrabbit.oak.security.privilege.PrivilegeMigrator

given the fact that we have similar issues for node types, locks, repo configuration and so forth, this is probably best addressed in a more generic way.
