Major Description
With OAK-4200, the blob ids are cached locally and a periodic snapshot job then consolidates all the newly written blob ids to a file which is used to report the blob ids available.
With checkConsistency because of this lag, missing blobs might be incorrectly reported and the checkConsistency method should directly report the blobs from the datastore.
