Upgrade breaks if there's no SearchManager configured in repository.xml

    Description

      In case that the option SearchManager section in repository.xml is empty, the upgrade fails with the NullPointerException. Also, the --skip-name-check option (which would prevent this) is not accepted by the option parser.
