    Description

      oak-segment-tar should contain the backend code for the CLI in oak-run. With this division of responsibilities, oak-segment-tar will be responsible of the utility logic and oak-run (as a client of the utility backend code) will take care of parameter extraction from the command line and proper invocation of the backend.
