[OAK-4624] Optionally ignore missing blobs during sidegrade

Description

For clients with corrupted data stores it'd be useful to finish sidegrade even if some of the blobs are missing from data stores. Add a new option --ignore-missing-binaries to proceed with the migration in such case. All missing binaries should be logged.
