Description
This is related to OAK-4066. The fix over there to improve suggestion generation was to build suggestions for any (visible) change in repository if suggestUpdateFrequencyMinutes have elapsed.
It might be useful to do better and not require even that commit. AsyncIndexUpdate even today, does poll for visible changes - in absence of those it doesn't invoke IndexEditors. To fix this issue, we might want to open a hook from AsyncIndexUpdate to do such periodical index-related tasks (I think it's easier to hook into polling done by async indexing than creating a new timer altogether).
